Clerk-Treasurer
Tina M. Bontrager currently is serving her third term as the City's Clerk-Treasurer. The primary function of the Clerk-Treasurer, a four-year elected official, is to serve as the fiscal officer of the City of Goshen.
The Clerk-Treasurer processes the receipts and expenditures of all City money; prescribes the payroll for the City; determines the manner in which vendors, officers and employees are paid; manages all City financial accounts; makes all investments on behalf of the City; prepares the budget estimates of revenue, financial statements and the proposed tax rate; manages all City records; serves as the clerk of the City Council and Board of Public Works by preparing agendas, recording proceedings and maintaining custody of records.
The Clerk-Treasurer's office maintains copies of ordinances and resolutions along with the records for city-owned cemeteries.
The office is responsible for payments that are due to the City but are billed through other departments such as: airport hanger billings, cemetery payments, curb and gutter, sidewalk, tree payments and street cut permit payments.
The Clerk-Treasuer's office accepts debit/credit cards. There are fees associated with this process:
- If you pay in the Clerk-Treasurer's office (202 S. 5th St.), there is a 3% convenience fee with a minimum charge of $2.00.
- If you pay over the phone (1-866-480-8552), there is a 3.95% convenience fee with a minimum charge of $2.50.
- If you pay via the internet (https://pay.paygov.us/EndUser/PaymentAgency.aspx?ttid=10895), there is a 4.95% convenience fee with a minimum chage of $3.00.
